What can I use to add banner to my site?

Hello all,

I was going to put a reminder banner possibly scrolling to my site. The banner is only to remind my folks about a date in the future. I want to add this banner at the bottom or either side of my site. Is this the work of a plugin, if so which one?

I had thought the classified plugin could do it, but when I opened it up, I saw that it was geared towards Computin...

Help would be appreciated.
