IE6 Login Problems w/ Domain Forwarding

I found this mentioned a few places on the site, but I can't see anywhere that it's been addressed? A pretty serious problem, I think. The user logs in (using IE6) and they appear in the list of logged in users. However, the User Functions block still behaves as if they haven't logged in. I ran into this problem a few years ago with another cookie-using site that I was developing. I'm pretty sure that the solution is to include something like the following at the top of each page:
header("P3P:CP="NOI ADMa OTPa OUR NOR IND COM NAV"");

Please note that the inside quotes in the code I included should be escaped with backslashes - they didn't show up in my original post.
I guess that's why the Preview button is there...
