re: open_basedir - only on new install old sites fine

I am having a open_basedir problem.
I know what it normally means, all config.php and lib files are fine. I am running a previous verison of geeklog on 3 other sites which are running fine.
when I tried to install the new version I can't seem to get it to view the config.php file below the httpdocs directory.
I have checked php.in (all safe_mode off - and the files are set to the permission of the domain owner.
what else could this be?
