Enable anonymous users to post pictures in stories?

Is it possible to enable anonymous users to post pictures in stories? I've noticed that anon users don't get the option to add pictures... Also still trying to figure out where the magic code is that determines which user privilege level gets what privileges so I can see the "map" of which levels have access to what in detail - any pointers would be useful.
