Modifying Background color in header.thtml

I'm using the Smooth_Blue template but I am having a problem altering the background color in the header to go with my graphic. If you go to http://www.westchesterpa.biz you'll see the problem I'm having. I'd like to make the background white so that the graphic blends in with the background.
