changing the scrollbars

How do you change to scrollbars? I've tried adding the codind in the css file, but nothing is happening.

scrollbar properties are nonstandard properties and work only in Internet Explorer for Windows version 5.5 or later, and are disabled in IE 6 when running in standards-compliant mode--I think.
