Block set to homepage only disappears

Good evening!
I'm running Geeklog 1.3.9 svc1 at http://www.intotheflame.com/, and everything seems to be running just fine except for one thing.
When I select the option in the block administration tool to display the block on the homepage only, the block simply disappears, from EVERY page.
This is very disappointing, because I'd rather not clutter up every one of my topics and static pages with the material that should only belong on the homepage.
Any help with this issue would be greatly appreciated!

I believe I solved this problem. I found a setting in my config.php that wasn't quite set right. Here is the line:
$_CONF['site_url'] = 'http://www.acttour.com/';
Now, the directions say very clearly that there should be 'no trailing slash,' but I had one in there anyway. The weird part is that it didn't seem to affect the site...it seemed to work quite nicely except that I did notice there were certain urls with two slashes after acttour.com!
So I fixed this line to read:
$_CONF['site_url'] = 'http://www.acttour.com';
and now it seems the homepage command for blocks works perfectly.

I checked this in my config.php, and I do not have a trailing slash; yet the homepage only command for blocks still does not work.
Does anyone else have any ideas?

You're still in 1.3.9, I assume?
The code in 1.3.9 is a bit messy, so debugging it could be ... a challenge. In 1.3.10, there is now a function COM_isFrontpage that may be easier to understand (and modifiy, if necessary) ...

Alrighty... I'll be upgrading the site to 1.3.10 in the next week or so... and will post here afterward on the status.
