How do you restore a backup?

Hello again all,
I have a copy of the backup created using my backup utility inside the admin panel, but need to know how do I restore this file if I should have a system failure and if I should not copy this data of the system in case of a system crash.
I have gone through a system crash recently, and could not get to any of my backup files since the files were on the same machine.
So should the backup file be copied off the webserver, and if so, how do I restore it?
In addition, does a restore give me a full blown website as I had before a crash on a new Geeklog install?
