static pages plugin - link displays as N/A in admins block

I have completed a fresh install of 1.3.9sr1 in Windows XP using Apache2, MySQL and PHP5.

The static pages plugin is installed but in the Admins Block there is a line under Plugins where the static pages link should be and it contains N/A. If I disable static pages the N/A line disappears and if I enable satatic pages the N/A reappears.

I have the same problem when I installed the file management plugin. My Downloads correctly appears in the top menu line but in the Admin Block there is another N/A line and in the User Block a blank line appears where I expect the Upload File link to appear.

Can someone help me to resolve this issue?
