How to change permissions on windows hosting?

I'm installing Geeklog on a windows hosting for my friends. The engine is up and running but some things suggest there's a problem with permissions. I tried with Transmit but can't change permissions where the installation list says to do.

What can I do?

on windows you are stuck with the level of the user
you can't chmod 755 , 777

So...I can I solve this?

I tried to post a test article with images...and obtained an error messages regarding the inability to write in the /articles folder (or in the contained file?).

I thought I might try to upload a "local" file after changing permissions on my local machine with chmod. Should it work? Or what am I supposed to do?

no you cant chmod will not work on windows
