Is there someplace on this site the explains exactly how permissions work?

The reason I ask is that I want to set up my site to have areas that an anonymous user can access, areas that a logged-in user can access, and areas that a sub-group of logged-in users can access. Or, conversely, have just two groups, anonymous and logged-in, and make it necessary for myself as the site administrator to specifically add people to the approved list of members.

The reason is that I need to be able to include or exclude members depending on whether or not they have paid dues for the year, although I definitely need to have parts of the site accessible to everyone else.
