I have some questions about it as there seems to no help whatsoever on the tables themselves.

So anyway, what is the "willing" field?
And why do most users have "edt" in their "tzid" field (and why is the the others' just empty)?

edt = eastern daylight time.. refers to a timezone.
some fields may be empty because that particular preference is not activated by the user.
willing looks like it is a disabled option and refers to a user's willingness to moderate or something like that. not exactly sure on that one.

Both 'willing' and the timezone field are unused.

We do have quite a few unused fields (and even unused tables) in the database ...

But let's say in version 1.3.11 "tzid" will finally be used.

Since it's not empty or NULL, does it mean all the users would suddenly have "edt" instead of the default?

We can always fix these sort of things in the database upgrade script (in fact we often do).
