New Install 1.3.10rc2

I installed 1.3.10rc2 on a community school website.
It is working great. But I am familiar with layout/clean as I am running it on my sites. Where can I get layout/clean for 1.3.10rc2.

I tried to copy clean from 1.3.9 and it gave me errors, once applied.
