Removing the "Send Email" option?

Due to an extreme amount of spamming, I was wondering if there is a way to completely remove the email sending ability of this software. Although I want the emailing ability gone, I do still want the PM feature available. PM's can be monitored but emails can't so there's no way to get a jump on a potential problem of spammers and member bashing.

I' currently using Version 1.3.8-1sr3
