i'm not cetain from the install directions whether or not one needs to have access to MySql on a server to run geeklog. it states in the install directions that one could have a blank database (access?) on a server is that correct? or is it mandatory to have MySql running?

As a Database System, you need MySQL, and all permissions on a database of your choice.
You cannot run on other systems such as MS Access or PostreSQL.
The server must be running of course. A stopped server does not really help here.
