the link you sent says that the menu can be set by using the $_CONF['menu_elements'] variable in config.php
I do not have that variable at all in my cofig.php file.
I am running Geeklog 1.3.9sr1 so it SHOULD have that.
I did a text search and looked with my eyes too and cannot find it.

It also says that this is only available as of Geeklog 1.3.10 ...
