Upgrading from 1.3.8sr5 to 1.3.9 - installing or not installing?

I'm slightly confused. I did an upgrade from 1.3.8sr4 to 5 and then went from sr5 to 1.3.9sr1 tarball. So i uploaded all the files, cahnged the paths and everything it gave me no error upon clikcing net in the install, but there's this message at the top:
HTML can // *** make your site vulnerable to scripting attacks! // *** Use with care
Next to it is a broken image, below it is a big white box which scrolls from right to left continuouslly. What's actually going? Is it installing? Should I leave for a few days or something?
Would be great to get some advice on this. Many thanks in advance

ok but what do i do to fix? any ideas? I'm not smart about all this installation business in all honesty. Shall i stop the install (if it's even installing and reupload the config file or something? Or check some path? It's not eve giving me erorrs

the only thing i remember changing is the paths, with that regard what's the only think I need to change as I changed the paths for:
1) Database Settings
2) Site Settings
3) Paths
And in lib-common whatever needed to be changed there. I copied this info tot he new files and uploded them. I'll try again I guess, but do i need to change the 1-3 things or just the database settings within config?
