Upload files from local drive?

I see that it's possible for users to write in a story. Is Geeklog configurable to also allow browsing a local drive -- e.g., the user's own hard drive -- and upload a file from there?
I also see that only certain HTML codes are permitted for the write-in story field. In an uploaded file (if such is permitted) could the complete HTML 4 code be used?
If the answer to either of the foregoing questions is No, could you please tell me if there's a DB/Content Manager that could be integrated with Geeklog and would allow what I'm looking for?

What exactly do you have in mind?
Geeklog's stories are stored in the database, so your files have to get there somehow. Also, regular HTML files usually have a head section that you obviously don't want to have in a story. You could paste them into a static page, though, if you chose the "blank page" option for that page - but it wouldn't be integrated into Geeklog's framework then.
