For uploading stories, are regular members allowed to upload pictures? If not is there a way to enable them to do so? I made a regular account in my geeklog and tried to submit a story and there was no place for image upload. If users can't upload pictures it pretty much makes greeklog useless for me.

No.

You could give users story.edit permissions which would grant them access to the Admin's story editor (including the ability to upload images), but that would also enable them to edit other people's posts and you probably don't want that ...

Blaine has a block on his site somewhere that lets you change the permissions of default groups.
