FORUM PLUGIN - How do I lock a topic so people can view it only

can I make a forum that only I can add topics to (so basically lock it from anyone else editing it?), but everyone can see it still?

ex. on my site
www.bokserfilms.com
under forum
you see "360 degrees forum"
but you can also add topics to it, even if your not me...
how do I prevent that? and if I cant... what section of the code can I change to make it preventable from change...
even a hack would be ok for this purpose.. .such as

if (forum == "Bokserfilms")
allow only user = vitaly to add topic

Hope this is possible

Sure you can lock a topic. You can also make a topic sticky so that it always appears at the top of the listing.

You do this when adding a topic or editing a topic. You have to have the moderation rights in the forum. You only see these added options while adding or editing the first topic in the thread.
