Block Questions - Linkable Titles? Restricted by Page?

Is there a way to make the block titles linkable? As a test I tried entering a href tag in the Block Title entry on the Block Editor, which resulted in a linkable title for that block, but this caused the link on the Block Manager to link to that url, rather than the edit page for that block.
Also, is there a way to restrict what blocks are displayed based on the URL (or other variables for that matter). I know you can restrict based on user (The Admins Only block as an example), but what if I want to display certain blocks on certain pages, or under certain conditions. The restrictions are also done in lib-common.php right, so how would I add user-defined restrictions without having to make changes to the common code?
I've looked around in the forums and in the source for answers to both questions, but haven't been able to find exactly what I'm looking for. So, if these are possible, is there an example that I missed?

If you want to have HTML in the HTML title, make sure you do not use quotes, and that the url is quite short since there is a length-restriction.
whenever you want to change the condition when a block is displayed you have to write code. best start might be a php block with code in the lib-cutom.php.

if the block has an empty content, it will not display. The title of the block cannot be changed to better HTML through the code AFIAK however, due to display and field-length restrictions.
I proposed to enable HTML for block titles, for example to enable to use graphics as titles, but nobody of the core team agreed that that was a nice idea unfortunately.
