Should groups include "All Users"?

I've noticed all the core groups include the "All Users" group in them.
Others, which may not be core, but still pretty much "official", like "Static Page Admin", don't.
So as a rule of thumb, should a group include "All Users"?
After all, even without including it, every user will still be in this group no matter what!
For example, if I hacked "Mail Admin" and unchecked "All Users", mail admins would still be a part of "All Users" because "All Users" itself includes them.
So should we include them and if not, how come the core groups do?
