Themes: can user save current selectio

In themes, I notice that admin can "save current selection", would this then be the default theme all users?

Would a user be able to make a different personal choice of theme and then "save current selection" and make it permenent for themselves whenever they visited the site?

Users can change their theme in the Preferences (if you allow it). For the default theme, see the FAQ: How do I change the default theme?
