This is interesting, I am using the Professional Theme (not sure if that has anything to do with this) I have just set up topics for my staticpages, some of my static pages are set to "Left Blocks Only" and when I look at the static page, sure enough there is no right blocks. However when I look at the staticpage as the top block to one of my topics the right blocks are there which is messing up my staticpage. Here take a look
Staticpage
Staticpage in my Topic
Any idea why this is happening?

Ok here is what I found, this might be a bug. If I had the block set to All pages then it shows up when I go to a topic that has a staticpage including if the staticpage is set to Left Blocks Only.
So the Staticpage does not overide the Topic settings. Setting the "Left Blocks Only" only affects the staticpage if it is a stand alone page. So the temporary solution is don't set any right blocks to All if you don't want right blocks in a Topic.

I would consider this a feature. Or at least sensible behaviour.
Assume it would use that setting for static pages which are displayed as centerblocks and you have 2 such pages - one that does require right blocks and one that doesn't. What should happen then?
What were you trying to do, actually? There's a way to let centerblocks extend into the area for the right blocks, if that's what you wanted.
bye, Dirk

I see your point, I guess I am looking at it like this. There is a reason why I say no Right Block or No Blocks on a staticpage. Mostly because of the way it's formatted. If I take that page an used it in a topic I still don't want the right blocks.
Now maybe a better solution would be the ability to specify whether you want right blocks or no blocks in your topic.
Anyway what this means is that I can't tell the right blocks to be available for all pages.
Something else that would be nice is to be able to specify blocks on x y and z pages and not a b and c. pages. Like being able to make multiple selections instead of just one.
