where can i set my clock in geeklog 1.3.11, because it is 4 hours and 1 minut behind

It´s your servers clock, so your server is running 4 hours and one minute behind.
The 4 hours are most probably a difference in time zone.
The one minute depends wheter you have access to your server time functionality.
