Date/time internationalization and localization

I've been thinking about ways to localize the date/time display in plugins. What's the proper way to do this? I found the Geeklog function COM_getUserDateTimeFormat convenient, but verbose. Are there other functions for localizing dates.
Another idea that might be useful is relative dates: "two days ago", "two weeks ago", etc. The rationale is that you don't need to know the exact date/time for recent items.
I don't know how feasible this is l10n/i18n-wise, but there might be some php functions to assist. What do other users/developers think? Would this be useful? Is it feasible?
