Remove links from top only partially works

Hi all,
I have been trying to remove the links from the top of my site by '//' the lines in config.php. That works fine if I only remove some, but if I '//' all the links, the entire links menu returns back again??????
I would like the entire line removed and the GL title bar to move right up to the top of the page.
This works ok
//'contribute', // contribute / "submit a story" link
'links', // link to the links section (aka web resources)
'polls', // link to past polls
'calendar', // link to the site calendar
'search', // link to advanced search
'stats', // link to site stats
'prefs' // link to user's preferences
//'plugins' // links added by plugins, like {plg_menu_elements}
// 'custom' // for custom links (see lib-custom.php)
This does not work

That's on purpose. If no links are defined in config.php, it reverts back to a hard-coded default list.
Simply remove the {menu_elements} from your theme's header.thtml.
