User Maintenance plug-in (or hack)?

As the # of registered users for my site has grown, I wonder if there's some inherent functionality (that I need to learn how to use), plug-in, or hack that enables user maintenance.

For example, I know that some users (2) have registered with fake e-mail accounts, and as a result, have never successfully logged in. But I don't remember which two Very Happy.

In order to best serve folks, I would like to Send an (annual?) "update your registration" profile to all users. More importantly, it'd be sweet if this were combined with an automated cull of folks who didn't log-in or check their account. (The e-mail would say "update your account, we've added new custom registration fields, if you don't log in in the next week/2 weeks, your account will be deleted...no problem, you can always re-register if this was a mistake...") That way, I have an accurate accounting of who's actually a user (since people don't always log-in...some articles are visible to anonymous users)

does such a hack/plug-in/function exist?
