How to change the default date format if I want the date to be shown in French? Ex: Dimanche, 3 juillet 2005, 20h30

Didn't you say yourself in another thread that the Norwegian locale is not installed on your server? That's why it's not working ...

Try the little script I posted here to see if your locale is really working (replacing the 'es_ES' with 'no_NO', of course).
