Remove login and stop users comments or events

Hi
Not sure if this is going to be possible but i would like to remove the ability for users to register and stop anonynous users posting stories or events.

Basically I want to make the sight appear static and only admins can submit any changes or new pages.

Is this going to be possible ?

A patch to disable new user registration was posted here and for everything else there are settings in config.php.
