Persistant blocks

I've looked little at the usersettings code and experimented a little, but I cannot find a way to create a PHP (or normal) block that is persistant, i.e. the user cannot hide the block changing his/her preferences.
Which solution should you recommend:
1) Add persistant blocks as code in the layout templates
2) Disable the box configuration in usersettings.php
3) Create a new gldefault block
4) Anything else

As far as I know your four options are the best ways to do it. Me personally I turn off the ability of the users to control the blocks for themselves. I personally prefer to be in control of the users experience.
EDIT: The way I exclude the feature is to remove the options from the template files instead of editing the the actual php files. I believe the file I edited was public_html/layout/yourtheme/preferences/excludeblock.thtml but I don't have time to double check that.
