I judt want to know if it's possible to add headers into the topics block. I don't want subtopics, I just want to divide the topics blcok into sections. Is that possible?

The fastest and most easy way is to make a simple block with HTML

But people won't be able to submit articles unless I learn how to create a function for it, right? Basically I just want to divide the topics that people are able to submit to.

The topics block is just a list of topics. It has nothing at all to do with the ability to submit stories.
