File MGMT Upload Error

Whenever I try to upload, it says-
You don't have permission to access /filemgmt/submit.php on this server.
Do I change the permissions of a specific folder? I changed all the folders to 754 , and it shows this. Do I need to change a file/folder to a specific permission?
Please Help!!!
p.s.- if there is something complicated to do, or not something for beginners, please explain!!!
