how do I set a bigger no. of topics per page as in this forum under forum topics (like General Help) you have the limit set to 20. My limit is 5 and I can't find in settings. What file should I edit?

There are two settings: The general setting is available from the Forum entry in your Admins Only block: Forum -> Settings -> General Settings.
Every user can override those settings from User Functions -> Forum Features -> Forum User Preferences.
