Installation intructions confusing

In all the installs there is a line similar to this.
/public_html/admin/plugins/***
my geeklog install does not have this "public_html" directory
example i installed geeklog in the portal directory on my site
http://domain.com/portal/ for the main page
http://domain.com/portal/admin/plugins is where the plugins directory is located. not http://domain.com/portal/public_html/admin/plugins
Can someone explain this to me?

Looks like in your case, your public_html directory is called "portal".
