Depends on what you mean by "newsletter".
Geeklog's "Mail Users" option may be what you're looking for. Or the Daily Digest.

"Mail Users" will let you send an email to all users in a certain group. Of course the problem would then be to get all the users that want the newsletter into a group (not too hard, but needs some PHP knowledge).
The Daily Digest will only be sent to users who subscribed to it (it's an option in the preferences; only shows up when enabled). But it will only send out stories which are already on the site. It doesn't have to be automatic - there's also my Manual Digest plugin to send it out manually whenever you want.
To summarize, none of the two options seem to provide exactly what you're looking for (or do they?). I seem to remember a newsletter plugin (try a search ...) but have no experience with it. Or try installing a separate newsletter script and point your users to it from a simple "normal" block.
