The UTF-8 files use a different character encoding (UTF-8, obviously, which is a variation of Unicode). If you're only posting English content, then you probably don't need to care about those (and can delete them, along with all the other language files, if you don't care about supporting other languages).
If you're not familiar with Unicode and the problems of different character sets, try Wikipedia for some introductory articles.
