filemgmt probs

I've just installed filemgmt_1.3RC3_1.3.9.zip I tried uploading a txt file but I'm getting the following errors above the header.

I had problems with this plugin before. But that was because the ownership of filemgmt_data wasn't correct which it is now.
I'm running Gl 1.4.0.
Does anyone have any ideas where I'm going wrong.
