Default New User Settings

Hello,
I've found several posts about creating certain users with certain permissions, but what I'm looking for is a way to make it so that any new user is assigned a certain set of permissions. I use geeklog as my personal blog, but have made it so that only registered users can comment. I want to make sure that anyone that registers is only allowed to comment, not post new stories.

If that's not a possibility (from what I've read, it maybe hard), is there a way to make sure I get an email and have to approve users before they can gain access?

You could write a plugin or a custom registration function. Both are notified when a new user account is created.

I'm wondering how to do the "approve new users" before they can comment thing... Jeremy said he figured it out, but I can't seem to find that setting anywhere.
