filemgmt permissions

Folks,
I was playing around with the public_html/filemgmt/ directory on my GL and screwed up the permissions... does anyone know what the CHMOD settings for this directory and the files should be so that I can reset them?
Here's what happens - whenever I click on the "Upload a File" in the User Functions block - I receive the following error:
The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, root@ls867 and inform them of the time the error occurred, and anything you might have done that may have caused the error.
More information about this error may be available in the server error log.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.34 Server at my.web.address Port 80
The link for "Upload a File" is - http://my.web.address/filemgmt/submit.php
Since I am early on in this installation - would I at this point with the permisisons screwed be able to uninstall this plugin and be able to reinstall?
