Story Admin can't edit own stories

The story admin group can not edit even their own stories. The only way I can see to allow them to do this is to give them root access and I don't want to do this.

I can't imagine that this was set up this way - so where might my problem be?

Note: In trying to figure this out I have made changes in the config file. I set the permissions up like this -

$_CONF['default_permissions_block'] = array (3, 3, 2, 2);
$_CONF['default_permissions_event'] = array (3, 3, 2, 2);
$_CONF['default_permissions_story'] = array (3, 3, 2, 2);
$_CONF['default_permissions_topic'] = array (3, 3, 2, 2);

Any suggestions?
