How to activate dormant comments feature?

When I set up my geeklog site some time back, I was afraid of getting a lot of comment spam, based on what I had read. So, I set all the stuff on the config.php page to deactivate the comments features. Seems to me that I couldn't figure out how I could set comments not to post unless approved and that was what made me just turn the comments off.
Now after several months have passed, I am again wondering about using the comments features. I attempted to change the settings in config.php, but comments options do not appear in existing stories. Why is this? Also, is there a way to require admin approval before comments are posted?

My wild guess would be, you disabled a comment in specific story/-ies. Go edit an old story and check whether comments are enabled.
