How to add a block to the top of the center column

that would for examnple have links to most popular articles or that would contain some flash banner or something similar

i want to put that on the top of featured story right below the banner

The static page as center block can be diferent on each topic. It is a bit like a featured article in a topic.

To add a static page to the menu, click the checkbox labelled, surprisingly, "add to menu" and enter a label for the menu entry.
