I do not see rough draft of the news in page admin

IIn the page of administrator, in the end single it appears to me the options Envios of the news, Envios of events (calendar) and envio of connections (Link).

But I do not see the section of the news in rough draft, as I can activate that?

It already activates, single is giving it value 1 to within config.php
