How do i create blocks with static content. I want to do how on these forums there is the "Forum Menu" section and under there there is Forum Index, Forum Preferences, Etc.

I was thinking create a new block and Creating a static page, but that wasnt it. I tried all kinds of combinations, am i missing something. Maybe im just blind.

Create a "normal" block and enter HTML for its content.
