Submit a story issue with 1.4 and fckeditor

I allow users to submit articles on my site and in geeklog 1.3.11 I had this in a href statement the header file and it worked:
"{site_url}/submit.php?type=story"
I have now implemented 1.4 as well as the fckeditor.
The above link works for me logged in as Admin but for anonymous users it brings up the page fine (with the fck editor) but the post mode is set to "Plain old Text". So if you submit it like this it will not work. If you switch it to "HTML FOrmatted" it will work but this should be coming up by default.
Any ideas?

After looking throught the submit code looking for a solution I found that it referenced a variable
$_CONF['postmode'] = 'html';
This was set to text in the config file and when I set it to html all worked fine. In my opinion this is still a bug since in comments when the fckeditor is enabled, comments recognized that the postmode needed changing and automatically set post mode to html while a story submit did not (only for anonymous users).
