Notification of new accounts?

Is it possible to be notified when a new user account is created when approval is deactivated? I want to know whenever a new account has been created, but do not (at this time) need to pre-approve accounts.

$_CONF['notification'] = array ('user');

will always send out notifications about new users, whether you have the user submission queue activated or not.
