Well, that is the error I am getting, however I've been playing with it for like 45 minutes, and I can't get it to work. Any ideas?

Is the file there? Is the path correct? config.php shouldn't really be in your public_html directory ...

If that doesn't help, check the permissions for the files and directories involved. Your webserver (webserver's user) needs read access to all of them.
