Add the code to your lib-custom.php, create a new block of type "phpblock" and make it call the function phpblock_whos_new

I added the code to lib-custom.php, already I created a block with that name and it says to me:

An SQL error has occurred. Please see error.log for details

when quit is put normal Crying or Very sad

The name of the block doesn't matter. It has to be of type "PHP Block" and you have to enter the function name in the "Block Function" field (under "PHP Block Options").

And of course it would help if you quoted the actual SQL error from your error.log ...
