The com refresh in lib commom does not seem to apply universally

How to adjust the refresh delay for forum submissons ?

At least the Forum 2.5 version have a setting to set the delay for the forum only.

In Forum 2.5 you can change this value (called "pause delay") on the settings page in the forum administration (/admin/plugins/forum/settings.php).
